It wouldn’t surprise me to see the EU attempt this, but I also expect it to fail spectacularly.

It reminds me of Winston Churchill’s comment on Americans “they can be counted on to do the right thing after exhausting all other options”, the same can be said about Europe (just look at their energy policies).
